At the Appreciation day ceremony, the retiring No.2 has about his shoulders the Great Seal of Office, it is packed with explosive, and is due to be detonated by radio. When it isn't, the Great Seal is hung about the new No.2's shoulders, and panic then sets in. My thought is, what does it matter who is wearing the Great Seal of Office? Because once the bomb is detonated in such a confined space, any number of people will be killed, maimed, or at the very least covered in blood, sinew, and bone!
