In 'Arrival' Number 6 told the new Number Two that he is on "our side." He also told him to "Get Number One." But as far as he is concerned Number Two is in charge.
So it would appear that Number Six is on the side of the Village, working for the Village until he decided to resign perhaps. But who doesn't rate being able to talk to Number One!
