This image was taken from routine surveillance. It would seem that the butler holds a position of some importance in the Village. Observe if you will the Top Hat official from Administration carrying both the umbrella as a parasol, to shade the butler from the sun, and the chessboard carried under his arm. And the butler wearing his cape inside out....well if it was otherwise it would not match his bowler hat!
