The Village As A Rotten Borough!

    Election time sees the Village for what it is, a "Rotten Borough," in which the candidate is controlled, and told what to say. And the electorate is told what to chant as demonstrated by the two images "Progress, Progress, Progress" And Ra, Ra, Ra." The words printed upon the boards held up by the Butler at propitious moments during No.2's opening speech. And further, when the candidate gives his speech from the Stoneboat, already printed on a board for him to read!

 A rotten, decayed, or pocket borough was a parliamentary borough or constituency in England, Great Britain, and the United Kingdom which had a very small electorate and could be used by a patron to gain undue and unrepresentative influence within the Unreformed House of Commons
