The above picture is taken from routine surveillance of the finished episode that we know, that of 'Arrival. However the following production picture, it would appear that the Ex-Admiral's cap badge was not originally intended to be that of a "possitive" badge, but that of a "negative" badge, that is a black background with a white Penny Farthing, as pictured below.
It's quite on the cards, that the original badge badge came off, was perhaps lost or damaged, the pin broken, that it had to be replaced with the white background badge and black penny farthing. Yes, I do realise that in an earlier scene when the ex-Admiral is playing chess with No.6 he has the same badge as in the top picture. But that would pre-suppose that that scene was filmed before the one with No.9.
