The tractors are a bit slow, but in an emergency the electrician walks. The Prisoner said he fancied a walk himself, so he went out into the Village, it was a walk which turned into an improptu escape attempt.
It would seem that the warning he was given about the Vilage Guardian did not put the Prisoner off from trying to escape. It was certainly a suffocating experience.
