The doctor-No.14 must take partial blame for the failure of the Prisoner episode of A B & C, but of course it's No.2 who has to ultimately "carry the can!"
However, things could have turned out so differently, had No.14 reported the fact that No.6, whilst lying on the operating table, had opened his eyes and saw her. But she didn't. No.14 chose not to. So what might her motivations be? It might just be enough that No.14 had not been given time to test her drug on animals, let alone on humans. That she was threatened by No.2, that if she failed, her new drug would be tested on her. Certainly at the end of the episode, No.14 seemed pleased that No.6 had succeeded against No.2.
