    Arrival does have at least one plot flaw, namely that No.6 claims he saw the woman-No.9 leave No.2's residence. When in fact, on screen, he sees nothing of the kind! Of course this is explained by a cut made in the 'Arrival 'script, which matches the on-screen action. However after No.9 leaves the Brassband concert, No.6 follows her up the steps, and would I feel watch No.9 go up to the Green Dome and enter the building to report to her boss No.2 at which point she was then assigned to No.6. So if No.6 had seen No.9 leave the Green Dome, he would have had to have kept the building under surveillance for some little time.
