Number 6, the candidate for the Village local election, well what else would the election be called but "local," everything is "local" in the Village. And yet the Village is described as being cosmopolitan, an International community, that doesn't sound local to me! But anyway, Number 6 is invited, as your local candidate, to attend the dissolusionment of the out-going council. In other words those brain-washed imbeciles who can't laugh, cry, or think. The out-going council? You mean there are more of these people ready to replace these poor souls at the 12 rostrums?
There is no evidence for the way No.6 describes these people as being "brain-washed imbeciles," and yet there is no evidence to counter his claim. The 12 councillers stand at their rostrums, but they have not been called upon to do anything else! They are no worse, no better, than the members of the Committee in 'A Change of Mind.' In the first place it's No.2 doing all the talking, in the second place it's the Chairman of the Committee No.118.
