During 'The Chimes of Big Ben,' Number 2 isn't really involved with the plan against Number 6. Yes he's there to over see the plan, but he's not really "hands on with it." He's very relaxed. He enjoys himself, and enjoys a rapport with Number 6. Number 2 knows what Number 6 is planning, and is happy to allow him to get on with his plan for escapeknowing that Number 8 is his ace in the hole.
And at the end of 'The Chimes of Big Ben' Number 2 isn't held responsible for the failure of the plan, and therefore will not suffer the consequences. Later when this Number 2 is brought back to the Village for a second term of office, he has a very different experience with Number 6, but it is one of his own choosing!
