There might very well be Observers maintaining surveillance on the village and it's citizens, especially the more fractious citizens like No.6 for example. But this steel electronic eye orbits the interior of the Control Room, through which someone, perhaps No.1, keeps a surveillance eye on those Observers. A case of me watching you, watching them.....I think.
