If by ‘The
Schizoid Man’ we are to believe that Rover is the Guardian’s name, and not a
simple nickname bestowed upon it by Number 6. As Rover is a common name for a dog,
which of course can be used for guarding. What might R.O.V.E.R stand for?

Not joke, I found this explanation quite sometime ago on the web: "Reactive Orange-alert Vigilant EnforceR", can't say where that was. As good an attempt as anyone else, isn't it. Although it appears a bit contrived. - BCNU!

I knew I had read somewhere that someone had put meaning to R.O.V.E.R, I thought it was in an old Number Six magazine where I had read it. But no, it was Tim Palgut. Thank you for reminding me.
