Who Put the Lights Out?

    More to the point, why were the lights put out? Simply for effect? Because It’s inexplicable how instantly when the lights go out in the Council Chamber, at a signal by the Chairman {during ‘A Change of Mind’} the members of the Committee vacate the Council Chamber after their second sitting. Because by the time the lights are turned back on seconds later, the Committee members are gone, leaving Number 6 sat in the chair, save for the Butler.
