Music, as we all know, can be stimulating as well as mobilising and agitating which, in turn, doesn't have to be a "good", a positive purpose, think of the military. It can also have a soothing effect which may be used for therapeutical aims. Any yet, I see one more purpose here, in the Village. It is to clad the place with a pleasant front.
